Frosmoth probably has good stats since I think it's clearly meant to be an ice volcarona but even with volc like stats it will just be a worse volc and therefore won't see any play. ice/bug is worse than fire/bug. Unless it has utterly ridiculous stats or some kind of really good ability/signature move it will be condemned to mediocrity.
