Let's do the math:
404 Pokemon in game (Meltan, Mew,and Meteodyna included). Around 78 of those are new ones. So that leaves 326 returning Pokemon and 481 culled Pokemon.
Now, if we disqualify all starters besides Charmander, that gives us 60 culled Starters. Minus that from 481, and you get 421.
Now, let's remove all legendaries besides Mew and Melmetal. That gives us 67 legends. 481-67 equals 354.
Even if we don't count starters or legendaries, there's still like 354 Pokemon that aren't returning, more than the Pokemon actually returning. All gone, like tears in rain.
