This means that either there are some out-of-dex Pokemon in the code and we need some talented people to tear this game down into pieces or Gamefreak will do some DLC shenaningans. I just don't think that they would completely abandon the concept of mythical Pokemon. This also means that there's still slim probability that there are some old Pokemon hardcoded into the game and will be released as promotional stuff so exact number of Pokemon in the game will be known when some crafty people will crack this game.
Don't get me wrong - what Pokemon company is a crime against their fanbase, i just wanted to point out possibility that the 400 that we know may still be expanded by few entries because Gamefreak need their obligatory shiny Arceuses and shits that they always give away. To not start a war have some cute girl and Meganium.
