The only weather strat that was viable is Peliper Drizzel , and you had to run extremely specific mons with it to make it work i.e Mega-Swampart and Greninja. Now you have to be creative.

Was the most used Pokemon from gens 3 to 5 before Lando took over in Gen 6. Now Lando's gone along with most of OU so Tyranitar can go back to 80% usage like the good old days.

Tyranitar won't be quite as powerful because he never had to deal with an enemy setter as powerful as Pelipper. Pelipper is slow enough that you can scout Tyranitar's set based on which weather wins (in Gen VII, Mega is faster than Pelipper while AV is slower).

But he's definitely going to be top tier again. It's sad Gengar had to drop in UU because he'll be OU again this gen with Blacephalon and Grenigger dead. Gengar could have made it 8 in a row, even with the nerf.

I *think* Skarm has done some time in UU, but I can't say for certain. And I don't feel right including Garchomp because he's Gen 4 which while it certainly isn't a newer gen, it's still a fair bit more recent than 1 or 2.

Skarm didn't really survive Celesteela. It was C rank last time I checked Smogon viability. It only had narrow niches over Celesteela like Sturdy, Spikes, Whirlwind and Roost.

It's very hard to drop a spikes setter. Even absolute unredeemable shitmons like Delibird can find some use due to spikes.

Gen V he didn't get buffs, but remained useful as a Latios killer and his ability to enable cancer like Excadrill while putting out fires and floods.

I run rain in SM OU and Qwilfish is better than Mega Swampert. The ability to Swords Dance, Explode and hold a Z-Crystal while outspeeding scarf base 100's makes it the most powerful wallbreaker under the rain. Rain struggles against bulk and walls and Qwilfish shits all over that while still handling offense.

No evolution sucks. I've never been more disappointed.

Mega Swampert is neutral to Scald, so boosted scalds from Pex with a 30% burn are very dangerous. Swampert cannot OHKO Pex with EQ even Adamant.

By the same token, Mega Swampert is a bad switchin for Rotom-Wash because even if you block Volt Switch, rain-boosted Hydro Pump and Will-o-Wisp are bad news.

It's very common to overestimate Mega Swampert's bulk. 100/110/110 is amazing in a vacuum, so it's surprising uninvested Hydro Pump is a 2HKO.

Swampert and Pelipper are always together, so you either risk Pelipper dying for no reason to a faster Volt Switch, or risk Swampert taking a WoW or Hydro pump to the face. The choice almost always favors the Rotom user, depending on team composition.

Smogon's sets don't recommend Substitute, so of course it's quite rare even though it's the best way for Swampert to handle Rotom, Ferrothorn, Toxapex and Kyurem-B.

If that happens it's actually better to not Mega Evolve it, and just use it as a SR setter or death fodder.
Active Torrent Swampert does more damage in rain, burned, than the Mega does burned.
