I had no idea what to do for the ice-shell without redesigning the whole penguin, so I made a fridge-esque body with a Snowman motif.
The other idea I had was to just put a clear block of ice over him, with his arms and legs out, to make it look like he was trapped in ice.
Regardless, I still think it's better than the original; just give the guy's head regular anatomy at the very least.
