It also works with in-game mechanics - high speed means that it's quite hard to escape from Voltorb and Electrode, and Gen I critical rate + selfdestruct explosion can leace a pretty sad dent on player's team.
Like, taking the classic monster of every rpg ever and adapting it to your own world is maybe not the most creative thing ever, but it's far from "wee it's pokeball with eyes" mentality.
