they'd make more money selling each dex for 20 bucks then reselling the whole game for 60

of course they could sell all the dexes, then release a premium edition for 60 with added content that can't be purchased as dlc

honestly they should just be free DLC every week/month
still kinda shitty on GF but other Nintendo games stay relevant by releasing free shit on a schedule (Splatoon and Mario Tennis for example) so announcing "hey this line is actually in the game now" on twitter every week would let them actually get every pokemon in at a decent workload/pace+keep the marketing/hype for the game going for years on end

Have them added in 10~20 mon batches.
Make them an event in the wild area where they'll appear more often, and make the evolved mon raids.
If you're feeling really keen give some of the mons gigantimax forms.
