Toxapex is going to be incredibly meta defining, and probably suspected at some point, but when all a team needs to run is a Reuniclus to turn Toxipex into set-up fodder, I don't think it will dominate to an extent justifying a ban.
Also, without z moves arena trap could potentially be unbanned, forcing Toxapex to run a shed shell and limit its recovery or be removed by dugtrio.
