Visually it has its translucent tail, weird ghostly posture, and stealth theme. That and it’s also important to note it comes off its pre evos which more fully resemble creepy floating ghost dragons. It’s the same reason Garchomp keeps his ground typing even though he learns to fly and becomes more jet-like. The pre evos more clearly communicate ghost, but Dragapult keeps the type because of his evolutionary connection to them even though his theme changes slightly.
