Grass/Rock would've been way better than getting introduced in the same gen as Garchomp (another pokemon so scary that every team needed a fast revenge killer with an ice-type attack), Weavile, and Ice Shard (thrown around on Donphan and Mamoswine often).
Grass counters Water/Grass/Ground weakness of Rock
Rock counters Fire/Flying/Poison weakness of Grass.
Rock type would afford a more well rounded STAB that isn't easily walled by every flying typing in the game. And Rock would let it sponge special attacks much more comfortably on a sandstorm team.
