What if the reason they aren't part rock and look so weird is because they're not actually 100% fossils, but partially man-made like Genesect?

They ARE 100% fossils. They're just parts of four pokemon because it's based on how UK paleontologists fucked up when working with fossils and would put parts where they didn't belong or on the wrong animal when assembling them.

Part of the reason these 4 are so hated is because we didn't get the original 4 to offset the badness of these

They're a joke about bad fossil reconstructions. Just ignore the fact that revived Pokemon in previous gens only need a sample, not the whole body.
Maybe the reason they aren't rock is because they used the whole body and didn't get any rocks mixed into the DNA.

It's almost certainly because "arcto" is similar to the name of some extinct species of seal that got included in one of the first pictures with all the fossils and their "explanations" that got passed around.
