Look at Ubers. Historically, Ubers has been the most stable tier of all, because of how small it is. Ubers is also the easiest tier to make counter-meta plays in, and in fact, high level ubers is all just countering someone else's counter to the incredibly solved Meta. No other tier has usage rates as high as Ubers does, because that's what a small, easily solved meta does. The entire game is your P-Don Xern core versus their P-Don Xern core, the plays are what strategies the other four pokemon are trying to foil to allow P-Don or Xern to fuck the other team.
A meta with more pieces has a higher chance of two pieces comboing together really well into fun and interesting gimmicks. The classic example is Slaking living in a post Cofagrigus world, the other example would be when Smogon tried their Create a Pokemon thing, tried to make a standalone sweeper, and accidentally instead wound up making the best partner for Zapdos in history. Or, that time fucking Quagsire was a big player in Ubers, because it had a good combination of typing and abilities to let it be one of the few things to laugh in Kyogre's face.
Imagine Gen 3 or 4 Ubers if Quagsire was just snapped from those metas. That is not a meta that would require more thought, that is a meta that would come down to your Kyogre winning the speed tie

Also, fun thing to remember, VGC ALWAYS limits which pokemon are actually allowed, and how reliably are VGC tournies topped by teams with the same 3 or 4 pokemon again?
