I dunno. Electric type is often arbitrarily slapped onto things. It doesn't necessarily need to have a specific inspiration.

Someone else mentioned it could be punk based with the mohawk and the spiked wrists, so maybe just the types that could justifiably be tied into that concept.

they're still arbitrary.

If we're stretching this far then toxtricity might be referencing electric metal music, since it has a mohawk like a typical punk and poison is also associated with punks in pokemon, i.e. Roxie.
