Box fillers are anything that end up filling up a box. This can include legendaries as you probably haven't used Entei at all

But online still uses a lot of mons still and you still need some mons for a decent variety of choices. So having 300-500 mons is good. Anything past that is just box filler. Also keep in mind this doesn't mean everything past Oshawatt is box filler. It means you don't need anymore than more than 500 mons to have a functional dex no matter what is in it.
