Why would they? The Dex cut was always going to be inevitable as long as the fanbase prefers new Pokemon as the selling point over transferring old ones.

The game will sell significantly less than XY or SM; see LGPE. Even leddit and normies are getting upset now, and japan is twice as pissed off because they did the worst thing they could do, game freak communicated the cut to the west but not to japan, essentially putting the west over their own country.

The dex cut wasn't inevitable. With a longer dev cycle they would have been able to update all the textures/ambient maps for all the Pokemon. It's because this is the fourth game in four years that this shit happened. They need to slow the fuck down but that will never happen because there's no financial incentive too.

The only reason they'd slow down now is to address the criticism and give themselves enough time to add all or most of the missing Pokemon in the next games

They're gonna add the rest of the cast back in. There's no way around it. They're going to be on Switch for this game, and whatever other games they have for Gen 8, and they'll probably put Gen 9 on Switch as well.

At a certain point they'll have enough Switch quality textures they'll have to bring the full dex back, if only for a marketing stunt.

As a middle ground casual who knows some even more casual fans i can tell you far more want to transfer their pokemon than any of the other hardcore shit.
My sister didn't even play pokemon past gen 4 until Go came out and she called me to ask how to get her pokemon from HGSS up to SuMo.
She ended up buying one of the gen 5 games second hand just to do it.

Assuming only 300 or so old Pokemon are included in gen 9 too, even if there is literally no overlap whatsoever with gen 8, there will still be around 100 Pokemon that won't get the chance to be in a mainline game until gen 10.

It absolutely is. These games don't have infinite budget. Do you expect them to keep doing this shit when there are 2000 Pokemon? 5000 Pokemon? 10000 Pokemon? Ask literally any game dev and they'll look at you like a retard if you suggested maintaining this is a good idea. No game in existence has to constantly manage this many characters with this many assets across multiple games.

The profit margin of TPC is enormous, even if they don't get an even 33% split of the profit they still get boatloads of money from it. Game Freak does have money to spare, they just don't use it because they don't have to, because they're lazy and don't care about making good games

Maybe. But not until way into the future.
Those future proofed assets are still serviceable. For as long as they are there was no good reason to not use them to incorporate all pokemon.
It'll only get dicey when the task of making new future proofed assets of every pokemon would be demanded. But that hasn't happened yet and wouldn't be a demand for the entire generation and likely not the next either.

I'm a game developer and if someone made me the Pokémon models and textures (like Creatures Inc does for Game Freak) I wouldn't have literally no problem with having over 9000 Pokémon in the game, as, like Game Freak, I wouldn't bother with trying to balance shit.

What I wouldn't do is waste development time in retarded things like the currydex and camping minigames. Instead of that, working on routes, battles and post-game, you know, things that people will use and enjoy more than once or twice.

Waifu2x can easily fix the textures (or just scaling from the original source again). Also, shading is not inherently tied to models. With just a bit of programming, you can have all the 3DS models looking completely different from before.

I should correct myself. You could modify the normals of each vertex to control the way the shading hits each model. But that's pretty trivial compared to remaking an entire model from scratch. Also, even if they were remade for some stupid reason, they would be made from TPCi, not Game Freak.
