Pure water is a pretty great type, only being weak to the uncommon attacking types of electric and grass, while being super effective against ground, rock, and fire and only resisted by dragon, water, and ice. inteleon's signature move is nice but not a replacement for scald outside of niche use. has spammable attacks in scald, ice beam, and hydro pump and has the stats to back those attacks up.
rillaboom has decent stats and a really nice signature move. when you send rillaboom out vs a water type, either it dies or the switch in gets -1 to it's speed, which is going to be incredibly frustrating for opponents.
scorbunny is only going to be able to switch in a couple of times due to stealth rocks, and fire is not that great of an attacking type with weaknesses to common hard hitting attacking moves like stone edge and earthquake. it's signature move is really strong and it has good stats, but fire is a poor attacking type.
inteleon will be one tier above rillaboom and scorbunny. im guessing OU for inteleon and UU for scorbunny and rillaboom. scorbunny may fall further in tiers due to being fire type.
