Because they're the best defensive pokemon in the game and will be on most teams regardless of their status in the meta. The offensive pokemon that will be OU with be those that either: are particularly good against Pex and Ferrothorn (i.e. Reuniclus), can break any defense in the tier (i.e Hydreigon), or are incredibly strong and would obliterate the tier without FerroPex (i.e Dragopult).

Rilla and inteleon are susceptible to residual damage. Toxapex is hold regenerator with black sludge and ferrothorn has leftovers and leech seed.

Greninja could support the team with spikes even if the opponent had a reliable switchin. Inteleon and rillaboom have no utility besides attacking.

Wait for their hidden abilities, anon, until then though they are RU at best.

Copperajah has 69 in both defenses.
Hatterene has 57/90/95/136/103/29. Same BST as its counterpart in Grimmsnarl.
