Pokemon retcons shit and has a poor track record of autistic consistency. The broken pokeball retcon in Johto means that the new canon is whatever they say now.
If Serena isn't shown at this summer camp, she's been retconned out of existence. I love it, because Gen VIII has been the most homoerotic gen and now the anime is in on it.

Unless they show every second that Ash spent in the camp, and also confirm that it's the exact same camp (i.e.: not another month/year), Serena won't be retconned "out of existence". And she's probably going to show up when they visit Kalos anyway.
