In some cases, they make some Pokémon more usable in-game, as they become available earlier. Notable examples are Elekid, Magby, Smoochum.
In other cases it's just an excuse for cuter designs, probably to sell merch.

Originally, showcasing the breeding mechanic and tying Johto to Kanto. There's also lore, making certain Pokémon available early, giving people something to fawn over (which translates really well into merch sales), etc.

Magby has only been a fairly early catch in Sun/Moon, otherwise it only appears due to breeding or late game.
Elekid only appears catchable "early" in Sun/Moon and that's at a level where it's almost ready to evolve.
Smoochum has never been catchable early ever.

In fact, none of them were catchable at all in G/S, and had to be acquired through breeding. They were always meant to be just a cute reward for the new breeding mechanic at best.

I think lore makes for a good reason. Idk about everyone else, but I sure would feel weird about seeing a snorlax hatch out of an egg. Even if it's just a smaller snorlax.

Also, I think for some cases like Budew, it's to make them usable in the early game with being overpowered. If I was able to catch Roselia instead of Budew in Dppt early game, I would completely roll over all the npcs

Shinies were far more significant due to the color aspect and as such at this point I await the day they cut them and make you wait for Johto games to ever transfer them in again because muh uniquness/models/graphics.

It bothers me that Snorlax still does hatch out of an egg in spite of Munchlax's existence.

The incense method should really be cut and just have the babies be the natural first stage.

Let you plausibly and in a balanced way have weaker versions of the original Pokemon earlier in the game. Granted, this applies mainly to the likes of Electabuzz, Magmar, Jynx, Mr. Mime, ect...

They do it to avoid hard retcons. Snorlax couldn't give birth to Munchlax in gen 2 or 3 so they add a way for it to happen naturally.

Pretty much yes. The only reason they even appear in the wild is because on that route you were intended to raise one to adulthood and have a reasonably strong mon for the work you put in. ergo getting your asshole raped by raising a happiny until you have an ovalstone.

This, it's also the reason why new evolutions of existing Pokémon always evolve via a new method, like a stone or a move that didn't exist before. Well, before gen 8, anyway. Now they're just having them evolve from their regional forms, which is actually not a bad idea for the most part.
