Nah not really, like if we're going over the starters, Gen I is memorable for being the first (and some would argue the best) starters, plus the degree to which they're represented through media and merchandising is disproportionately high to the other starters. Gen III starters are generally remembered for being very cool looking and ORAS pumped some new life into them with the Megas, Gen IV has very solid designs I think if you were to describe the Hoenn Starters as cool then the Sinnoh Starters are powerful, they have very commanding appearances compared to other starters due to the overall complexity of their designs and the bulk to their designs (Torterra's Tree, Infernape's Armour & Fire, Empoleon's metallic trim). Gen VII starters have the advantage of still being quite fresh in people's memories so their recognition may fall in coming years.

I'd say it's a toss up between II, V and VI. Now VI is the least likely imo because Greninja at the very least is extremely popular for a starter thanks in part to the Anime and SSB which both highlighted it as a Pokemon of interest, while Incineroar got the same thing in SSBU I don't think it had nearly as much fanfare since it was more so the last new character into base SSBU. II and V I see as probably the most forgettable, both are fairly underutilized and weren't really emphasized as much as other generations did, I think II is just slightly less memorable though since V as a whole has recognition for other reasons so the starters get proxy recognition whereas II tends to suffer from being absorbed into the recognition of I & IV.

The most forgettable starters would be gen 6 (barring greninja) or 7 (barring none of them) if they weren't so shitty. But, like, being remembered for being shitty isn't great.

I mean not really, even if you don't like Magmortar it's still a pretty notable addition to the Dex due to it being one of the Gen IV evos to an old Pokemon and the other Gen IV Fire-Type addition was Heatran which if comp. is to be believed tends to make its mark on every meta it appears in.

Five is probably the most forgettable, ultimately, in that it didn't really have any standout mons (though I do like emboar a lot, and samurott has grown on me considerably, and one is a snake so, like, not a whole lot going on there, but still)
