I can't be the only one who thinks this is suspect, right?

This shit reeks of online events and DLC, barely any legendaries out of 400 mon makes no sense.

I guess it could be Eternatus as its dex entry mentions a meteor, but that doesn't explain whose on the hill in pic related as it's clearly not any of the seen pokemon.
