What Pokémon is biting Slowbro's tail? It's clearly not a Shellder. Why haven't we seen it in any Pokédex yet? why dont they fix this -_-"

It is a shellder tho. In pokemon smap it shows a shellder attacting to a slow pokes tail before it evolved

In the beta version of Gold and Silver, you could evolve Shellder into a Turban if you leveled it up while holding a Slowpoke's tail.

"Slowbro" is not a single body, it is the slowpoke+shellder
When the shellder comes off, its just a slowpoke

When all those pokemon from the original Gold and Silver released, the thing on Slowbros tail was one of the beta pokemon. They took him, and a lot of other cool pokemon, out for some stupid reason.
