tpc is co-owned by game freak, nintendo and creatures. they only exist to handle licensing and manage side projects like the anime. game freak has delayed games in the past and tpc has just had to suck it up and deal with it.
the real truth of the situation is that game freak wants their easy cash grabs every year and nintendo doesn't care as long as it keeps making money. nobody in charge has any passion for the series anymore, and it's obvious from comparing half-assed shovelware like swsh to the ds games. and why would they, when annual shovelware will sell 16 million just because it has charizard and pikachu?
