Birds have always been normal/flying, because flying as a single type just means "air", which means that pure flying should be reserved for Tornadus and other air entities. Regular birds have always been normal/flying so it's stupid to just make one pure flying all of a sudden. No logic.

Because that's what was established since the first game, it's an unspoken rule that non-elemental birds are normal/flying. Look at the regional birds and then look at tornadus, you can see why tornadus is the only one who is pure flying.
I'm all for more pure flying mons, but they should be abstract wind entities like pic related, not normal birds.
