Each Smash game was a massive deviation from the game before it, basically reinventing itself every single time a new game came out. Back in Melee it was easy enough to keep the original 12 in, but after that building a game that drastically changes the gameplay and adds incredible amounts of features, including things a lengthy story mode in Brawl, made cuts inevitable.
Smash ultimate on the other hand was built on top of of Smash 4, with only relatively small tweaks to the game, at least compared to previous titles. So they made up for the lack of innovation with an enormous amount of content. Game Freak hasn't really innovated or improved their systems in over a decade, so people just expect the games to be padded with tons of content to compensate. People were expecting big changes to make up for the cuts in SWSH, except we got a game that's got less content than any other game we've gotten in the past 10 years, and it even rolled back big features like GTS. Paying $20 more and getting 500 Pokemon less for a game that's potentially the worst game the franchise has ever seen is not a good deal. If the next Smash game cuts like 30 characters and the gameplay is complete trash, you might see a similar thing happen in that community, but if they cut 30 characters and it's basically the second coming of Melee, it'll fly off the shelves. People would not be as mad if this game didn't look like complete dogshit on top of the heavy cuts, but it does, so they are.
