It's not exactly outside the realm of possibility for totally mundane pokemon to be really fucking good.
I mean, Zubat and Tentacool are everywhere, but Crobat and Tentacruel have been big parts of a lot of the last few UUs.

Close combat is more of a getting in close and beating the shit outta your opponent with everything you got more so than punching someone while close. And considering how barracudas fight that's far more realistic than poison jab.
