They only pretended that she was his equal, but her goal was an embellished version of a minor feature from the games. During her run, we got the infamous quote from Hidaka (who had been the director till late AG): "Boys need a new piece of eye candy to look at every once in a while." Her skirts supported this in spades.
I guess that "once in a while" doesn't have to be every episode anymore, hence Koharu's reduced screentime. I personally don't really care, but they aren't being fair to young girls who would like some representation on a constant basis. That's too bad.
