They allow refunds on all pre orders on games ONCE, for everyone. But you have to go through certain channels within eshop to get there, with the exception of overwatch, Mario maker 2, and now SwSh, since there were/will be so many pre orders for those big games it’s just easier to put the option on the main page.

In America, where most of the localization team was Atlus US anyway making most of the decisions theirs.
In japan however Nintendo let them have free reign and clearly expected them to use a non censored version for the Switch port.

You can refund any one game provided you actually talk to customer support
Overwatch, Sword and Shield, and TMS are the only ones that have been given the option to outright cancel the preorders with so little intervention from Nintendo's staff

It's bullshit mate, If I get a game on steam and it's shit, I can still refund it as long as I meet the deadline. There's no refund limit in store or online for most retailers, but these console digital markets are making me glad I purchase physical copies.

It was censored by NoA. For the Switch version, Nintendo used the Japanese Wii u version for screen shots but the actual game was going to be the western version. Japan were angry, obviously, so Nintendo allowed cancelations because they were caught.
