But Necrozma was built around its ultra form, it's part of its lore and why it was designed the way it was. Necrozma without its Z-crystal is forever incomplete.
It's like if they brought back Deoxys but not the meteor to change its form, so you're stuck with Normal Deoxys and it loses its whole raison d'être.
