The Dex, for example had always been based on the system. There is no single screen tablet in the 3DS line but that's exactly what the Switch is.
While I know Nintendo doesn't have much control, I'd bet on there being a lot of pressure due to them needing the 3DS just in case the Switch failed. Pokémon is what sells their handhelds at this point and they've always known that.
No way they weren't trying to jump to the Switch early on and Nintendo helped screw shit up out of paranoia.
