They wanted little girls. Anyone telling you otherwise is wrong since trannies barely make up a single percent of the population, and aren't children unless there parents are terrible people. Every single Primarina in non-game material has been female, the gender ratio is just a leftover of past practices.

They wanted one of the starters to appeal to little girls, and thought combining a seal with a mermaid would be an interesting concept. It's not that complicated. The Popplio line has the same 87.5% chance to be male because every other starter does. As for why starters have that ratio, I'd guess the original reasoning was to make it more difficult to get egg moves on your starter.

I forgot that it also reduces the odds of you breeding a ton of said starter, since you'd need a Ditto, and they tend to not be found until much later.
