Eventually, the futureproofed models will be outdated to the point where they can't be reused anymore, and there'll be over 1000 Pokemon to remodel. They could cut Pokemon then and it would be fine.
They could've done it back in gen 3, since Hoenn is meant to be a different biome than Kanto and Johto. And Sinnoh's even more different than Hoenn.
They could've done it in gen 5, with Unova being based on a different country than the previous 4 regions.
They could've done it in gen 6 and said that they simply couldn't continue to include every Pokemon with the jump to 3D.
But they chose the first main series console title, which has been anticipated for years. They reused the same models as the last 2 generations, so it's not like it's a workload excuse. The Switch has more than enough hardware space to fit all of the Pokemon, so it's not like it's a technical excuse. They're cutting a seemingly random mix of popular and unpopular Pokemon, so it's not like they're just trimming the fat or trying to give overlooked Pokemon a chance to shine. They're cutting out massive chunks of OU, so it's not like they're doing it for a healthy meta. And the features they're replacing the cut Pokemon with have all looked disappointing so far, as the cherry on top.
Game Freak, in their seemingly infinite incompetence, managed to pick the worst possible time and way to cut Pokemon from the game.
