In Japan and Korea you get a shiny Necrozma code for preordering Sword and Shield.

Necrozma is not in the Galar Pokédex.

Those that pre-order Pokémon Sword or Pokémon Shield will be able to receive a code for the previously unobtainable variant of the Prism Pokémo. Serebii reports that this offer will be made available to those that are part of the Japanese Secret Members Club, with codes to be distributed from 6th September – 14th November 2019. If it gifts the Necrozma in SS then I don't see the issue. I don't give a shit if Pokémon beyond the regional Galar dex have no proper dex entry, so long as they are included.

To be fair, we actually know nothing of what may or may not be beyond Eternatus's dex number, unless some new info has come out that I'm missing. There could be event-only or Home-transferrable pokemon beyond 400. I am betting there is nothing, but I would love to see gamefreak prove me wrong. Still would not buy though.
