No other popular franchise does that shit, they just make the game with the content they want it to have and maybe make a DLC or 2 of about 5-10 dollars later down the line. No other fucking company re-uses the same game already released and paid for by tons of people, slaps on some content that should have been in the original in the first place and then treats it like a brand new game.
