Probably not
The main reason they were cut was because they didn't want transforming characters in 3DS

Funny enough the original GS intro had the kanto starters, not the johto ones. Charizard is just a hold over of them not switching out, which is why he looks so weird in that intro.

The next Smash is going to be a reboot. They have to cut characters to make room for new ones, and Squirtle and Ivysaur are low-priority.

There's no way they're going to separate the trainer again. They're easily one of the most popular characters in Smash especially now that transformation is a gimmick unique to them. They only did that in 4 due to 3DS technical difficulties.
