Him moving on from the main series is part of the problem. By their own admission he's the one who kept Masuda in control during Gen 5. Seems he got tired of trying to reign in his stupid and moved on.

You could literally see this in the credits of the game, and some of those employees were stuff like supervisors/voice actors. Even the music composer was just toby fox.

No it's not. It's genuinely a good game. Right up there with Klonoa. It's a slow, methodical puzzle platformer with Wario Land type brawling and gimmicks. Game Freak has good original games, you just let your hatred of Pokémon cloud your judgement. Art and creativity can and usually are separate things.

I could describe in worded detail a Pokemon and have an artist draw it for me, I could make an entire regional Dex this way.

Drawing is a plus, an added advantage to creativity.
