Because morons put up with the eliminated national pokedex and things like removed battle formats, GF just doubled down and actually started removing pokemon, since people are evidently ok with the removal of core features. SM is the root cause of the culling shit, they even originally intended to do it there in the first place, hence the removed national dex.
Rotom (or Shitom, or Redditom as I like to call it) by the way is a dishonorary pokemon now, and the sinnoh pokedexes are one short.
