B2W2 were the best games in the franchise in terms of number of Pokemon, post game, quality features, and so on. A lot of love and work clearly went into them. And they sold like 7.5 million copies, which is average for a third version but they were clearly meant to be something new and bigger than just a third version.
So Gen 5 as a whole underperformed undeservingly and then lazy as shit, half finished, no post game, Kanto pandering X and Y came along and outsold them. Worse yet ORAS which has miniscule post game, cut all of emeralds extra content, removed the battle frontier, and continued the half assed trend of that whole gen outsold HGSS and FRLG, games that took the remade game and added a metric assload of content on and were both legitimately great.
So basically Gamefreak and Nintendo were taught to never try and to always half ass a bare bones game and pander to nostalgia because that's what sold
