Anyone competing at an IRL tournament by definition takes the game seriously enough to the point getting the Pokemon is a non-issue, whether cheatng exists or not.
When it comes to tournaments the actual huge issue is people editing their Pokemon's EV spreads mid-tournament, that is 100% uncompetitive scummery.
