The 8 gyms you fight are the ones of the "high league", the other gyms canonically exist and that shit (even if they didn't even bother making them characters in the game) but they aren't part of the high league so you don't have to battle them for badges to participate in the final league and beat the Champion

Maybe this is just me reaching but this badge case design could be based on how all of the pennies make a shield if you line them all up correctly. And of course the full shield that the pence denominations make up is seen on the one pound coin.

I think I may be giving GF too much credit on this one however
