It's really not that difficult. You realize ROMhacks add shit all the time, right? It doesn't need existing data but it will further prove how incompetent Game Freak are.

Give it up, it's over. Significantly harder to add completely new files to a game as opposed to replacing existing files.

Altering stats to recreate older pokemon is simple. Literally the easiest thing to hack in.
The biggest hurdle is the lack of models and cries, as it's always been.
