Something about it seems weird. Did they actually confirm the data of those moves aren't in the game, or merely that they have that message associated with their data?

Stuff like Barrier seem beyond weird to full on cut, which makes me think that maybe the thing is actually that they're clipping some of these moves as Egg Moves and thus are keeping other Pokemon from having them in the game.
Though that doesn't explain Heal Order since nothing else could have that as far as I know.

Tyranitar is probably the most infamous. Against psychic and ghost types, it forces your opponent to make a gamble. Switch out and risk getting your Pokemon wrecked by STAB pursuit on the switch, or stay in and risk getting a full powered Crunch on the off chance they out predict you.

Pursuit is actually useful, since it can hit Pokemon that try to switch. If anything, Game Freak needed to add in another variant of pursuit.
