Nope, it's better in fact:

Ice Scales - Frosmoth
The Pokémon is protected by ice scales, which halve the damage taken from special moves.

It's gonna setup Quiver Dances against any non-fire special attacker.

Rock/Flying/Steel special attackers are extremely rare.

That doesn't mean jack shit. Fire types were going to be a necessity for Ferrothorn anyway. If anything that means that water types to counter it will be more common and they make good partners for Frosmoth.

Also, Eiscue no Ice Face has 130 speed. It's gonna be a pain in the ass to face in hail teams.

It's gonna need a lot of team synergy but I think it can work decently well. With a Quiver Dance and its ability it'll be able to eat even 2x effective special attacks.

Its good if remaining threats are special attackers, but holy hot fuck you cant even catch the stupid ghost dragon even with a quiver dance behind you because it'll just be faster at a base level. Frosmoth got murdered before it even had a chance. Will still use on Showdown but jesus fucking christ its just such a sad existence
