First, Pokedex Pro did come out before XY, about 1 year before it.
Clearly that's because Creatures was working on those models during the development of XY and released Pokedex Pro as a bit of easy content while the games were still developing.
Those models were 100% made for XY and just got thrown into an app for a quick release.
Second, I hate faggots going on about the Creatures Inc. vs Gamefreak shit.
They're the same entity when it comes to talking about the development. Prior to LGPE, none of the game credits gave a blanket "Creatures Inc" for the Pokemon Modeling and Character Motion sections. They listed all the employees individually.
Yes, they were employees from Creatures, but they were still what was accounted for as part of the development team for the games as a whole. GF didn't hire more people, Creatures brought in more people to do the modeling and animation. That's still a cost to the development as a whole and still why they're still struggling with the pokemon animation development due to not getting enough people in on it.
Just going "Creatures does that part" doesn't excuse shit. Creatures should have done more in that case just the same way GF should have done more with the rest of the game.
