Anyone with a GameShark could have any of the mons that exist. All the Pokemon were in the games, even if they weren't legally obtainable.
The same as every subsequent game since.

Masuda even has said that the lack of transferrability was one of the biggest mistakes GF has ever done.

Incorrect. Dumping pkmn files was easy by then. Although it wasn't legitimate, all Pokemon could be moved onto the cartridge.

The difference is that they lacked the capability to transfer the Pokémon between Gens 2 and 3 and they still included every Pokémon. This time the transfer isn’t an issue they just aren’t adding every Pokémon and they cut over 100 moves along with them.

Not everything is about transfer.
They literally cut the amount of pokemon just to sell us remakes. They admitted to doing this. It was bad enough that they did a 180 for gen 4, along with day and night cycles.
