Maybe. I believe LGPE had the data for all non Kanto pokemon as well, but trying to gen them in would make appear with Cubone's model. Maybe this is the same thing.

No, they just reserved the index numbers along with basic data like the species name so they didn't have to re-order all the mons. If it's anything like LGPE they don't have any moves or anything and the game probably crashes if you try to use them.

They've already said they don't plan to do that.

Then why even have the data in? Honestly I wouldn’t put it past them to just leave some extras in without doing anything

Why go into the trouble off making Heaven's Pillar...only to just HAND out Arcius?
Why did they go into the trouble of scripting and coding rooms and the like in X/Y...that never got accessed?
Why did they put so much artwork and the like into designing the light realm in USUM...and it's just a single fucking room and building?
