Greninja doesn’t have clothes slapped onto it like Cinderace does, instead the design takes advantage of the animal it was based on (frog) and utilizes it’s traits to create an illusion of accessories while looking natural and maintaining a theme.
It’s white ´shins’ are actually just bubbles which is a callback to when it was a baby froakie (young frogs produce bubbles until they grow older irl), and the ´scarf’ is just merely its long tongue.
Cinderace could’ve benefited from having a vest-like pattern in its fur, but GF doesn’t know subtlety anymore.
