In the USA you tip for most "services" and this includes: haircuts, salons, cabs, delivery, valets, and then waiters as mentioned already.

Purchased goods such as a video game you don't tip. Unless you order a PostMates to pick up the game on release and deliver it to you, in which case you tip the delivery driver. It is always rude for the servicer to ask for tip even though socially they deserve it. In this case though you would be paying 60$ "plus tip." (Plus delivery fee.)
