It is just a glorified Dynamax, something that every pokémon from any species can benefit from. The only difference is that Gigantamax offers a signature g-max move that replaces a "type max" move.
A Charizard that can Gigantamax will be able to use G-Max Wildfire, but will not be able to use Max Flare.
A pokémon that lacks the Gigantamax Factor can still get the stat boost it offers through Dynamax and will have a access to a generic max move instead of an exclusive g-max move (which will be better is entirely dependent on your team strategy and role you'll give that pokémon).
A game team pokémon can perfectly be competitive now because it can have IVs raised to perfection, EV instantly maxed and Nature boosts changed. The lack of Gigantamax doesn't affect that.
