I haven't seen a single shred of evidence that it heals 50% in singles. That so many pokemon get it at low levels implies it's only 25% regardless.

Lots of low level Pokemon get recover and roost and shit.

As far as OU, it'll make it there due to its typing alone. Really, the only thing holding it back from OU in Gen 7 was Fini. With the competition cut out, this thing will be pretty solid in the tier.

Incineroar got Close Combat, Heat Crash, Parting Shot, Reversal and Endure
Primarina got Life Dew and Calm Mind
The only one that matters is Parting Shot really, maybe Close Combat too but not as much, Life Dew and Calm Mind are cool I guess but ultimately you want all 4 moves to be offensive attacks on someone like Prima, but hey at least you're not Decidueye.
